The U.S. Department of Education updated the eligibility requirements for Adult Education services to U.S. citizens, lawful permanent residents, refugees, asylees, and certain other eligible non-citizens.

Must not be Limited Term.


U.S. Citizen

U.S. National (Born in U.S. territories, e.g., American Samoa)

U.S. birth certificate, passport, naturalization certificate


Permanent Resident

Permanent Resident Card, “Green Card” (Form I-551)

Unexpired Foreign Passport with I-551 Stamp

Temporary I-551 printed notation on a machine-readable immigrant visa (MRIV)


I-94 Arrival/Departure Record

Refugee

Asylee

Parolee (1+ year)

Unexpired Government-Issued ID with Electronic Form I-94

  • Refugee: Class of Admission “RE” or USCIS approval notice
  • Asylee: Class of Admission “AS” or asylum grant letter
  • Parolee: “Parole” valid ≥1 year

Cuban/Haitian Entrants

I-94 or USCIS notice


VAWA Self-Petitioner

USCIS letter of approval or prima facie determination
